OpenNTPD, explanation wanted

Using OpenNTPD I watch the daemon.log, and do not understand how OpenNTPD is working. As I watch the log:

It seems that it is adjusting the clock every 3-4 minutes by roughly the same amount. Is this the correct way, and if so why is it doing it like this?
