Does anyone how to build dependency tree for Nagios ?

I am trying to reduce the number of e-mail alarms/pages we receive for various things., we are building dependencies.

example : if a host is dead, all the service throws alarm. When a box has a problem with something (say it is down), all service alarms for the box go off etc.

How do we reduce number of alarms ?

I did look at the below link, but could not figure out how to fix it.
