File operation issue

If I am owner of any directory, can I change the ownership of files that fall under that directory? Please help.

Generally you should be able to change permissions of any files in directories you own. This is not always necessarily true because if you created files in that directory as a different user e.g. root, then you may not have the right permissions to delete the files unless you su to the user before deleting the file.
