Cool Which library is useful for IPSec programming

Hi all,
I am programming a protocol stack and I need to implement IPSec support for that. What I am not getting is that OpenSSL library is famous for SSL/TLS but is there any open library or Linux package that can be used to program IPSec encapsulated packets. I have not explored OpenSSL yet but I need to implement IPSec suppot in my stack. So I am not familiar enough with this but it will be really great if some one already know this stuff may share his knowledge.
