Is there any website which contains announcements about all the latest vulnerabilities which have been discovered in the kernel ? Same question about applications.

SecurityFocus does a good job of tracking vulnerabilities, on both the kernel and application level. And they give you a list of the distribution(s) they apply to if it concerns Linux.
