Hi - yes, I think you'll find that under 'system notifications'. I don't know which version of Mandriva you're using, but on my system it's under System>Configuration>KDE>Look & Feel>System Notifications ...
That should allow you to pick your own shutdown sounds. System sounds can be customised quite easily, but I haven't tried this for a while.I am always doing that which I can not do, in order that I may learn how to do it. - Pablo Picasso

Just guessing here, but maybe the "shutdown" sound file is corrupted or missing?

I have still not solved this problem
should I re-install the kde sound? or re-install kde completely?

I just found out that the start up file is in .wav and the ohters are .ogg files!

Now I found a good solution to my problem I did this:
I selected to use an external player instead of KDE's player.
so now I use /usr/bin/play
