Can an ext3 partition be located before an ntfs?

Is it some kind of order among partitions. Can I place an ntfs partition behind an ext3 partition, or should I create it before the existing ext3 ?
If you need a CD/DVD catalogizer, give a try to my program:

It shouldn't matter where the ntfs partition goes.
If you are installing Windows, that should be installed first, on any partition.
