Ok i couldnt get Mandriva to install, but what u can do, right click the start menu and select KDE Menu Editor, the select a program u want, down below u will see a small rectangular icon that says 'current shortcut key', if u click on it, i will pop up some other window, the just set yo key starting with the win key. (i set my pidgin with this set, winkey + P) try that too.

Ok the i should rephrase a little, coz u didn't get what i meant, or try this.
