if i download the latest beta of the free 2008 spring and install it can i upgrade it later or do i have to reinstall the whole new version when it comes out later on

You could upgrade it later to the official release. You could do this by removing all your urpmi sources (urpmi.removemedia -a) and then setting up the sources for the official release version using the instructions at easyurpmi.
Personally I think if you do no want to participate in bug fixing or development, just wait till the official release because sometimes development versions can break which may have undesirable effects.
