I am running mandriva linux 2007 live. and almost everytime I try to install something i get and error that says something that tells me the program cannot be installed because of some sort of package requirements is there a fix for this.

I don't think Mandriva 2007 is supported anymore. The error you're running into is most likely because Mandriva is no longer hosting or maintaining packages for 2007.
The best option is to download and install the current version of Mandriva, 2009.1.
