    Yes it works, so yes you can. However don't expect a phone line quality. Companies that are using VoIP on the Internal network are using QoS (Qualiity of Service). Which is basically to grant voice IP packet a high priority when crossing routers. This is the only way to insure good quality. Since you cannot do this over the Internet, you will get so glitch from time to time. But yes, it will work. For free
