why mandriva does this

Mandriva 10.2 Power Off
Try switching the bootloader to grub if you are using lilo. I ran into the same issue and this fixed it on my machine.

First did you check that "acpi=on" was in the lilo config (Or easier, in Mandrake Control Centre under Boot, do the properties for your default boot option have acpi ticked?)
