The only thing i can think of is to make sure that the ide cable from the dvd writer to the ide slot on the motherboard is plugged in properly at both ends, if this doesn't seem to resolve the problems, try a different ide cable.
Life is complex, it has a real part and an imaginary part.

Couple of questions.
Is this drive a new addition? If so did you hook it up as a slave on the same cable as your harddrive? Slave on cable with a CD drive? If it's on the same cable as the harddrive you should hook it up to the IDE2 port. If it's on the same cable as the CD Drive you should make it master, setup the CD drive as the slave, and hook up the DVD writer on the end of the cable and the CD to the middle connector.

its a dell laptop. Inspiron 5150. I installed mandrake 9.2 on it and it worked fine. so i don't think its the cables

If SuSE 9.2 worked fine on it I would think the problem lies in the Mandrake kernel.
I've never had any luck using Mandrake/Mandriva on my Thinkpad T22 or T40. I've had the best luck running 9.0/9.1 on the T22 and 9.2/9.3 on the T40.
SimplyMepis 3.3.2 test02 seems to be working ok with the exception of ACPI and it's partially working.
