Mandriva 2007 Control center problem : "impossible to run uknown 'install' program "

right
clean installed Mandriva 2007 no probs
got the wireless working again no problem
try to open the control center to check what packages i can install
and i get the error : "impossible to run uknown 'install' program " and program exits
this means i cant dl any rpm software
and so far most tars ive downloaded makes it thru the ./configure part but gives me errors when i try to "make" but that is not what i want advice on my Problem is the fact that i cannot install any rpm packages using the control center (now as im still a slight noob this is quite important to me) any advice is welcome and im not
scared to mess about to fix this

i did do a reinstall and tried to access the contral center again with no luck
