What have you tried?
Have you moved the programs to the flash drive? What does "they don't want to open" mean. You'll need to be more specific on the type of program and what exactly you have tried and what the results were.

Well TOR for one, that should run from its location.
I would also like to be able to run a Live CD and be able to download and save programs to that. (Is that possible?
Does not want to open: it pops up and asks what to use to open it.

No. CDROM - the RO means read-only. You can put the LiveCD on a usb/flash drive as persistent and do that. Google "Linux persistent usb" and you should get a large number of sites explaining it in detail. Without knowing the actual name of any of the programs it's impossible to tell. The message you get might mean it is a windows program, no way to know without detailed information on the program.

If trying to run stand alone program from pendrive without a operating system installed to pendrive.
Then no. It is not possible. And as yanek has pointed out.

Thanks rokytnji I guess it won't work.
I will not be using Live CD much so I really don't care about that.
