Have tried Wally and Desktop Nova but neither will change desktop picture. Is there another program that has to be installed for them to work? Thanks...

How did you install them? If you used the default package tool, it should pull in any dependencies.
If you just want a simple background setter, you can use feh to set random wallpapers with a simple script. The following wiki entry with instructions was written for Arch, but it should work for Mint as well:
https://wiki.archlinux.org/index.php/Feh
Just drop down to the "random background image" section for the instructions.
Otherwise, Wally has a Qt dependency, whereas Desktopnova has a few dependencies as well. You can see what their depends are for Arch at the following links:
https://aur.archlinux.org/packages/wally/
https://aur.archlinux.org/packages/desktopnova/
The Mint devs may have them setup to pull in the same or other depends. If Mint has a wiki, I'd also recommend searching it for your desired apps to see if they have any tips you can use.oz
