Have you checked your TOR sources list entry against

    https://launchpad.net/~webupd8team/+archive/tor-browser

Edit: if everything checks out OK. Maybe just their server was offline for what ever reason.

Right off the bat I see a Ubuntu version missing. Mixing Ubuntu ppa in Debian is not a good road to travel.
    deb http://ppa.launchpad.net/webupd8team/tor-browser/ubuntu YOUR_UBUNTU_VERSION_HERE main
    deb-src http://ppa.launchpad.net/webupd8team/tor-browser/ubuntu YOUR_UBUNTU_VERSION_HERE main
Well, since Mint can be it's own type of distro. I would follow Mints way to add a tor ppa

    This below seems more applicable

so its basically just TOR that is not updating? the rest should be fine right? (i still couldnt make it work, but if its just TOR than its not really a big deal as long as system updates are still installed.... i thought there was something wrong with the update command all together. lulz)

the error messages are still kinda annoying tho, even tho they dont really mean anything..

If you are running LMDE then unless the PPA explicitly states that it is Debian compatible then the chances are it won't be.
If you are running Mint Mate then try removing the ppa, updating and then adding it again.

Having had a look here it appears that there is no ppa available. so I would remove any tor ppa added and follow the advice in option 1 or 2 depending on whether you are running LMDE or Mint. It's kind of hard to tell based on your title...
