Is usb image writer just a front end for dd

I can't get my machine to boot from DVD even though BIOS settings are OK. I would like to install this 64 bit operating system on my 64 bit machine, so I thought i'd use USB image writer, mine's broken it lets me select an iso image, but won't allow me to select a thumb drive even though one's plugged in and mounted.

Can I just use dd to squirt this iso image onto a usb thumb drive?

Using linux mint 18.2 iso i was able to skip the hybrid step, straight to the dd step. All worked, new operating system installed.
