Packet filtering doubts

hi
1. What utility within the current Red Hat Linux performs packet filtering?
2. List the command-line which adds a packet-filtering rule to deny others from pinging my machine
3. List the command-line which adds a packet-filtering rule to block telnet access from my machine to any website(for example, www.yahoo.com)
