A frame question

I bet this isn't the best place to put this post, but nowhere else seemed appropriate.

I have been playing around with frames & html again. My question is: Is there anyway to make the focused frame display it's title in the title bar? Or is it really stuck to whatever the title is in the frame page?

This is how it is setup currently. I have 3 files, one for the top frame, one for the bottom & a page that holds everything together.

Google didn't help my at all on this.
