Are you asking about Windows OS based .iso burning package? I am using ISORecorder and Nero in Windows XP. ISORecorder is free and works pretty well.
It is amazing what you can accomplish if you do not care who gets the credit.

I must admit that I'm a bit confused as to what you're asking for as well, but if you're wanting something on a CD Puppy Linux has some pretty nice stuff, including (I'm pretty sure) an ISO reader/burner.
For Windows, ImgBurn is by far the most powerful free burner/reader I've found.

I'll... umm... hmm...I've forgotten the word. Ultimate Boot CD (UBCD) is good.
