My problem is I need to compute time duration for a vodcasting site

You would have to know the bitrate at which the track was encoded. A higher bitrate will mean a larger file, even if the track itself is short. For instance (these are just guesses; I don't know the exact conversion):
Standard 3 minute song at 128kb : approximately 4MB
Standard 3 minute song at 256kb: approximately 8MB
Short 30 second track encoded at 495kb : approximately 4MB
