Anyone know of a script that will get the lon/lat & value attributes from a shapefile?

I'm wanting to get the attributes from a shapefile from Nexrad radar data but don't know how to write a perl script for this...if anyone knows of a script or would be willing to write one for me than i'd be happy to pay for it...PM me if interested.
