So maybe an NTFS partition without an installed OS in it for file sharing by both the Linux OS and the Windows OS. But, a FAT32 would ensure almost universal accessibility.
GParted can resize both the /home partition and the Windows partition to make room for the shared NTFS partition.
BTW, I believe TTIO has left the building.

NTFS would be a better solution due to the smaller block size. Fat32 is beyond wasteful.
