Need to format document from size A4 to letter

Using Debian Lenny
Cups printer

I need to format some documents from A4 to print on letter size
paper. The documents are Word documents and pdf.
I don't want to shift the pages.
How would I format them to keep the page numbers the same; I want
to keep the pages matched up with the table of contents?
