A good place to start is Linux from Scratch and learn about how it is done and what needs to be done, then work your way from there.

LFS is great, i have used it, if you are a bit confused about the whole process are don't wanna compile everything yourself, use Automated linux from scratch and it will get you a usable system you can add anything you want to.

Not to discourage enthusiastic new users, I can't understand why anyone who is not already intimately familiar with Linux would want to make a new distro when there are so many great choices already? Literally 101 distros in this listing and I'm sure it's not comprehensive.
