can anyone create a new distro from a existing one with a new name?
Let me more clarify it. Someone has Redhat 9. I think source code is
available with Redhat 9,don't it?
Now, does he modify the source code (Linux source code means kernel,right?) and release a new disro with his own liberty?
Or, else h/she has to modify it under any license or agreement?
If it possible h/she might put h/her name on it as "xyz 1.0". So,RedHat 9.0
will be "xyz 1.0".

Theoretically, yes, anyone can create their own linux, though I'm not sure about the specific licenses (like the Red Hat example you mentioned). For some info on the GPL, check http://www.gnu.org/copyleft/gpl.html
Or just toss 'GPL' into google
