Most BIOS chipsets allow you to flash the chipset to upgrade. They can usually be obtained from the manufacturer of the PC.

I did answer your question. You flash the BIOS to upgrade it. It's done using a floppy disk with special installation software.

And if you want lots of technical details of how the CMOS chip works and can be electronically modified so we don't have to buy the chip, unsolder the old one and then hope it works you can get tons of info by typing in any combination of BIOS CMOS FIRMWARE FLASHING at google.com

    It was a good question.

BIOS is Basic Input Output System. BIOS ROM is the Read Only Memory which enables your computer to start and then load your operating system. CMOS is a type of memory which is semi-persistent. Compare this to the RAM that your OS runs on wherein the memory, or information is lost when power is lost. To "flash" the BIOS is to write information to it in such a way that the information is persistent. This can be accomplished, as retired1af mentioned, with the right software. The required software is specific to your motherboard and may be available from the manufacturer of your motherboard. Flashing the BIOS improperly can result in a worthless motherboard.

If you look into what the BIOS does, you'll see that it is at the foundation of your system. Just as you wouldn't (and can't) change the tires on your Harley at cruising speed, you can't flash your BIOS with anything else running.
