This depends entirely on the window manager and/or desktop environment you're using. What are you using currently?

    It's all good.

I'm not entirely sure what you want to do so here's 3 different links in the KDE user guide that should tell you everything you need to know about keybindings under KDE:
    http://docs.kde.org/en/HEAD/kdebase/...gure-shortcuts
    http://docs.kde.org/en/HEAD/kdebase/...r-scripts.html
    http://docs.kde.org/en/HEAD/kdebase/...xtra-keys.html
