file extension tmpl, how to read or change to other format

Hi all,

I want to read some documents in linux kernel source. They are /Documentation/DocBook/*.tmpl. They can be opened by any editors but unexpected text (with all uncompiled tags). What program should I use to open them properly? or how to change them to other formats like html or txt?
