I'm sure there are many. Frankly, IceWM is probably the fastest, but it's most likely worthless to you.
A popular minimalist one is Fluxbox, which I personally use. I'd recommend checking it out.DISTRO=Arch

Xfce does a great job too. But apart from the speed of a WM, you should look into the features. Every WM is a compromise, so simply picking the fastest won't satisfy you.

For window managers, I like Fluxbox, Blackbox, and Openbox.
XFCE4 is really a full desktop environment, but it's a good, light-weight, and it's fast.

If you are using GDM or KDM, you should be able to select it as a "session" right before logging in. If you are using a /home/<user>/.xinitrc file to start X, put this in it:
