You should really check out www.distrowatch.com for information on various distro's. It is basically the hub for all distributions. Also, no one can tell which version of linux is the "best." This is very subjective and posts like this are technically not allowed. Now if you want to know if anyone knows of any versions of linux which support both japanese and arabic then this would be an appropriate topic that someone could hopefully shed some light on for you. My best advice is too check out distrowatch find a couple of distro's that meet your needs and try them out.
