Legality in the UK
Due to legal reasons it is not possible to include libdvdcss with any american based distro. Does anyone know the legality of including it with a UK based distro?

I believe it is legal to use it in pretty much all of Europe. If I understand correctly it is the American DMCA that prevents circumventing copy protection under any circumstances whereas in Europe it is considered acceptable if you are trying to access content that you have legal right to.
