I apologize if this is misplaced, but how is support for different languages done in Linux? I was talking to my wife, who is Tongan, and realized that there is little to no language support for Oceania in Linux. I imagine they have some computers, and use will probably grow. The nations in this region would probably be looking for a more cost efficient OS than Windows too.

So what would creating language support in Tahitian, Samoan, Fijian and Tongan involve?
