That looks like gkrellm. Although, I would search for it in your package manager first, rather than downloading it.

Ubuntu the latest updated version.
According to this, if you have the universe repo enabled, you can install it with:

It says it's installed but i dont know where, or how to run it.
Open a terminal and run it. It should also be somewhere in your menus if you are using a desktop. To autostart it with your desktop or window manager, check the manuals for those.
