problem with svrmgrl

Hi,
everybody,
I installed oracle 8.1.6.0 enterprise edition on redhat 9.0

while starting the svrmgrl, i am getting the following error.

[root@oracle root]#svrmgrl

ORA-12547: TNS:lost contact
SVRMGR>

I set the LD_LIBRARY_PATH also
#echo $LD_LIBRARY_PATH is giving
/opt/ora8/product/8.1.6/lib:/lib:/usr/lib:/usr/local/lib:/lib/i686:/usr/local/lib

Please help me what is the problem.
