at the login prompt type "root" for the username and the root password for the passsword then load kde as normal.. i think that is what you are wanting?
edit: if when you are logged in as root in kde or any windowmanager you can become annother user but still with root privilages by typeing "su user1" and then user1's password
You shouldn't log in as root, though, because of several security issues. You should just switch to root in a terminal when you need it.
