I'm not familiar with the process control block at all. By its name though, I'd be guessing that making entries in it without the equivalent running process would just create system problems, and would be quite dangerous.
Perhaps you gan garner some hints about this by reading the kernel source code for process creation?Linux user #126863 - see http://linuxcounter.net/
