Suggestion about the network server ?

Hi dear users
i have a workplace with 50 pc windows xp and 7 so..
i need a linux server to share internet and network connection from the one point and controlling and watching internet traffic as detailed as possible. it dosent matter command line or graphic os. important part is possible to observing and interventin with some kind of acces restriction
if there is a linux os nearest to my requirement or what do you suggest.

consider to ask your system administrator to make this things for you. if he doesn't know how, hire a better system administrator.
