Hello and Welcome.
Usually, the most limiting factor is the ISP and what you pay for. If you aren't getting the advertised download speeds then you need to check with your ISP first. If you get advertised speeds or nearby, you might need to "upgrade" your service level for faster downloads.I do not respond to private messages asking for Linux help, Please keep it on the forums only.

1)
for dial up connection try the simple step which are given below :
1. click start > run
2. type regedit > enter
3. browse folder HKEY_CURRENT_USER \ Software \ Microsoft \ Windows \ CurrentVersion \ InternetSettings
4. right click @ windows right > New > DWORD
5. type MaxConnectionsPerServer > you can set value (the higher the number, the more good speed you get, eg : 99)
6. create another DWORD >type MaxConnectionsPer1_0Server
7. then put a high value as mentioned above
8. then, restart IE, finished.
2).
Go to Start > Run.
Type regedit and hit Enter.
Select HKEY_CURRENT_USER > Software > Microsoft > Windows > Current Version > Internet Settings
Increase the values (DECIMAL) from default to a higher value.

There are several ways on how to make internet faster. You can try running chkdsk, for instance. To do this, go to Start; select Run; type cmd; press Enter; type chkdsk; and press Enter. You can also defrag your computer. Go to Start; choose Programs; choose Accessories and System Tools; choose Disk Defragmentation; and choose Analyze.

One thing that you will want to do is run a bandwidth speedtest. A very reliable one can be found at speedtest.net
Simply click on the server nearest to your location, which is usually auto selected.
The test will take about a minute or two. It will run a check on download, upload and ping results.
So long as the results are fairly close to what you're paying for, then it may not be an issue with the ISP... and last I heard, I think they try to guarantee approx 75 to 80 percent of your download speeds.
