I use USB modem (my Nokia N900 or Nokia C6-01)
    with wvdial and/or nm-applet
    one at a time
I would never occur to me using 2 modems same time
you may have a routing problem
    and many other problems too

can you explain why you want/need www connections with 2 USB modems simultaneously ??
then may be someone else knows the solution for you.

can you successfully connect to 1 USB modem at a time using wvdial and connect to www?

may be you just connect to one using wvdial
then wvdial another instance/process using another wvdial.conf set
and then figure out your route
like left hand typing goes USB1 /right hand typing goes USB2
or whatever is in your mind
you also need to consider your PC side modem drivers and HW stuff for using 2 modems same time
to me that appears like 2 wives same time = fatal combination ...
