    when capturing packages over a network, what exactly am I capturing? I mean is it a certain area of packages I am capturing? Like my neighborhood? or is it my state? or is it just my network card?

    That would depend on what your settings are when you are capturing and where you are capturing the traffic. But in general you are capturing all the traffic that is on that wire.
