need help about dynamic hosting

i have configured the DNS as well as APACHE on redhat 9.
it is working well on local area netwok
now i want to do this expariment "free" on WAN
so someone plz tell me which site provide this facility
i know web server required static IP but i have listen some that there are the sites that provide " free " web server hosting on dynamic IP
i require these sites address :

1) web server does not need a static IP
2) dns server probably needs to be on a static IP
3) You need to buy a domain or get a free subdomain
4) You need a free dns host who provides dynamic IP services.
