sir i am having the problem in the same way pls ..
once it came in this way that it says already running ...
when i press service named restart
but know it is coming in this way ...bind and named and "rndc: connect failed: connection refused"

Sounds like you can't get BIND started. Try these commands:

service named start
grep 'named' /var/log/messages | tail -n 20

Show me the results of the grep/tail.
