Where to find it depends on what linux distro you are using. Suggest you post with some information.

As rong said, it's related to your distro, but generally located in /etc/samba
the file you'll need to modify is smb.conf, smbusers, and lmhosts
do a man samba and check out samba.org

go to yast2 and it is in network services.

I dont know if other users agree with me, buy i find SWAT a quite good tool for simple tasks. I dont know exactly what you want to accomplish or what kind of problems you might have, but its easy to set up and you might actually have it as additional software on your linux installer cds.
