My /etc/cups/cupsd.conf.save says that it listens on port 631 and if I open a browser with URL address of localhost:631, the CUPS Manual opens. Does that help?

Well the manual opens
But that's not a working URL for the printer.

When you say the URL, is it the URI you are referring to, like below?
parallel:/dev/lp0

The local url it gives me is usb://EPSON/Stylus%20CX5400
