Iptables-1.3.3

During booting following warning popup
...
/etc/rc.d/rc.iptables .../ipv4/tcp-syncookies .. line 21 ... File Not Found
...
Then
FIREWALL : INPUT : ... continued to run.

[Ctrl] + s
could not stop it.

Tried follows without result
- enable tcp-syncokies on kernel
- comment out line 21
Code:
echo 1 > proc/sys/net/ipv4/tcp-syncookies...
Please advise how to fix the problem. TIA

Furthermore what command to be run to find out "iptables version number"?
