Bandwidth control and cap for providing ISP

I have been Googling around for ansers for a while but I can find any solution for my problem. My situation is simple. Here in South Afica all our ISP cap your internet account . I am trying to distribute or split my DSL line to a certain amount of users, provinding them with the same amount of bandwidth and a limit per month of trafic they can send and receive.

I know this must be possible to do, since most of the ISP run the same kind of thing. I am running IPCOP at the moment, works very well for me. Have found an addon to add authentication to the proxy server but it still does not monitor the amount of trafic from each user.

Does anyone know how to solve my problem?

I'm also trying to do the same thing in IPCOP using the Traffic Control and Report addon, but have been unsuccessful thus far. Have you sorted out your problem already?
