iam new to linux field , pls co-operate........

Can anybody tell me the details of the tool "Helix" in linux

and how to setup that tool in linux (fedora core 2), kernel 2.6 with init 2.85 version

And i request you , where i can found the tools in linux like :
1) network monitoring tools
2) Network analyzer tools
3) Network Management tools
