customizing iptable and installation

I just want to know that,"How to write iptables command and install it into router" so that i can impose my desired policies on clients.

hi all,
in packet inspection where we also have to allocate the bandwidth to the clients
(network setup is that one server and multiple clients in between that one router is there which inspect the packet )
does it need of any socket programming to stablish the connection and allocate the bandwidth.
